Many websites require cookies to function properly. If a website warns you that it cannot set cookies, yet you have cookies enabled in "Tools -> Options -> Privacy" and the site in question is not blocked in your cookie exceptions list (found in that same preference window), then your software firewall may be blocking or filtering cookies.
Zone Alarm
If you're using Zone Alarm, double-click its icon in the system tray in the lower right corner of the screen. With ZA open, click on "Privacy" button in the left hand part of the screen. Then click on the "Main" tab at the upper right. Once you're in, turn off "Cookie Control."
You may need to clear the browser's cache after you change this setting.
