Thunderbird doesn't have a Outbox folder like Outlook Express. Sending messages and checking for new messages  occur independently. However, it does have a Unsent folder that is used to queue messages to send later on. You can use the Send Later button to queue a message to the Unsent folder, and later on send them using either File -> Send Unsent Messages or by right clicking on the folder and selecting Send Unsent Messages. Normally that button is only available if you work offline. You can switch to working offline using either the control at the bottom left corner of the main window or File -> Offline -> Work Offline.

The Outbox extension is not well-behaved. You have the choice of installing it in your profile (like normal) or installing it in the Thunderbird program directory. If you choose to install it normally it doesn't show up in the list of extensions. The directions for uninstalling it don't work with 2.0, you're still left with a large gray box at the bottom of the main window.
