This is [http://bugzilla.mozilla.org/show_bug.cgi?id=185382 Bug 185382]. Alt-Enter will not work for Windows 9x/ME because of bad event handling. Currently targeted to be fixed for Firefox 1.1. Alt-Enter in Firefox opens the URL that's currently in the Location bar in a new tab and is the equivalent of Ctrl-Enter on Mozilla.

This issue has been resolved in Firefox 1.5.
