I modified this paragraph because it does not seem to describe how Thunderbird works when I try it. If it is still true that some servers disclose the Bcc when there is no To, then perhaps that warning should be restored:

If you BCC a mailing list Thunderbird doesn't display the mailing list name to workaround a bug in some SMTP servers that could disclose the BCC recipients. It displays "undisclosed-recipients:" instead. If you want to display the mailing list name set mail.compose.add_undisclosed_recipients to false using the Config Editor.
